Based on the decision of the Scientific Council of BSU dated July 11, 2023, and Subparagraph 3.1.21 of the "Charter of Baku State University" approved by the Cabinet of Ministers of the Republic of Azerbaijan on April 16, 2019, Decision No. 172, the Rector’s Order No. R-96 dated July 12, 2023, established the Quality Assurance Center and its subordinate Training, Methodological Support, and Development Department.
Main Activity Directions of the Department
- Participating in the formation, review, implementation, and monitoring of policies and procedures aimed at quality assurance and development, as well as in the process of establishing a culture of quality.
- Contributing to the effective organization of quality assurance activities.
- Defining methodologies and criteria for monitoring the quality of activities of structural units, organization of teaching, implementation of educational programs, internationalization, and scientific research activities.
- Organizing training sessions related to quality assurance and preparing methodological guidelines and instructions.
- Engaging in activities to improve the university's standing in prestigious international rankings.
- Participating in conducting surveys among stakeholders and analyzing the results.
Main Responsibilities of the Department
- Participating in the preparation, updating, and improvement of quality assurance policies involving stakeholders and covering all activity areas (teaching, research, internationalization, infrastructure, etc.).
- Preparing or updating strategies, procedures, and instructions aimed at quality assurance and development.
- Organizing communication of quality assurance policies, instructions, relevant procedures, and standards with internal and external stakeholders.
- Preparing methodological recommendations to improve the content, form, and methods of educational and methodological work.
- Defining the methodology and criteria for evaluating the quality of activities of other structural units.
- Developing methodologies and criteria for evaluating the activities of structural units, implementation of educational programs, research, innovation environment, and internationalization.
- Conducting satisfaction surveys among academic and administrative staff regarding issues related to the activities of structural units, implementation of educational programs, organization of teaching, research, and internationalization, and proposing solutions.
- Conducting various surveys during the academic year among labor market participants, students, and alumni to evaluate the quality of activities related to the implementation of educational programs, teaching organization, research environment, and internationalization.
- Studying international and local practices in quality assurance and preparing or updating methodological guidelines for their implementation in the local context.
- Organizing awareness-raising events (training sessions, seminars, roundtable discussions, etc.) related to quality assurance.
- Providing quality assurance support to the Branch, College, and Lyceum of the university.
- Preparing an action plan to improve the university’s position in international ranking systems and monitoring the implementation of relevant measures.
- Preparing policy documents and reports in line with the methodologies of prestigious international rankings and ensuring their accessibility.
- Continuously collecting data from relevant structural units in line with the methodologies of prestigious international rankings and uploading them to the portal.
- Analyzing modern approaches to performance evaluation and preparing relevant proposals.
- Conducting continuous development activities to enhance the pedagogical, research, and ICT skills of academic staff.
- Performing other functions assigned by the Rector within the authority specified in this Charter.

- Requesting relevant information from all structural units, reviewing the provided information, and ensuring its reliability, validity, and sufficiency while demanding corrections if necessary.
- Preparing and submitting proposals to enhance the efficiency of the quality assurance system.
- Conducting individual or collective verbal hearings and discussions on quality assurance.
- Engaging relevant structural units and other stakeholders in implementing measures to enhance quality.
