The Department of Humanitarian Affairs and Youth Policy was established at Baku State University (BSU) in 2020, marking the first of its kind among higher education institutions in Azerbaijan. The department is responsible for regulating humanitarian issues, implementing state youth policy, instilling its principles in students, promoting the legacy of National Leader Heydar Aliyev and the idea of Azerbaijani identity, as well as fostering statehood traditions and national-moral values. It also plays a role in shaping student youth into an active social group that both participates in and benefits from national processes, considering both national values and international experience.
The department works to instill patriotism, innovative thinking, and professional expertise in students, enhance the efficacy of moral and ethical education, and promote democratic values among students. It collaborates with student organizations to encourage active participation in university and national social life. Additionally, the department strengthens ideological engagement with students, fosters an interest in science, supports student involvement in public life, and prepares them for professional careers through close cooperation with student organizations, providing them with the necessary technical and methodological assistance.
In the field of state youth policy, the department facilitates the participation of BSU students in state programs and projects and supports socially significant proposals from both university employees and students. In collaboration with student organizations and other university divisions, it implements comprehensive programs aimed at humanitarian, social, and cultural development, youth policy initiatives, patriotic education, and moral and ethical upbringing.
The department also supports student and staff involvement in large-scale social projects, volunteer movements, and scientific outreach activities conducted by university faculty members. It fosters civic and legal awareness, promotes a healthy lifestyle, encourages patriotism and internationalism, and conducts awareness campaigns against harmful habits.
In line with its annual action plan, the department organizes various events such as roundtable discussions, exhibitions, conferences, competitions, tournaments, debates, presentations, and other activities in partnership with BSU’s 16 faculties, structural divisions, two research institutes, BSU’s Gazakh branch, the Economics and Humanities College affiliated with BSU, the "Young Talents" High School, the BSU Trade Union Organization, and student organizations. These initiatives are aligned with the country’s successfully implemented youth policies.
Additionally, the department implements projects to promote youth policy among students, address staff social issues, and effectively organize student leisure activities in collaboration with student organizations. It also promotes sports and physical education by encouraging staff and students to engage in athletic activities and increasing participation in sports competitions.
