Baki State University (BSU), the largest higher education institution in Azerbaijan, is the first European-style university established in the Muslim East. BSU, which has a rich and honourable history, was founded in 1919 by the decision of the Parliament of the Azerbaijan Democratic Republic. The university, which has passed through various tumultuous periods of history, has carried out its sacred mission with honour throughout its development and has gained a reputation as the main temple of science and education in our country.
At BSU, personnel training is carried out at the bachelor's, master's, and doctoral levels. Founded in 1919 with 2 faculties, 44 faculty members, and 1,094 students, the university currently has a Gazakh branch, an Economics and Humanitarian College, a Young Talents Lyceum, 3 scientific research centers, 11 educational and multidisciplinary centers, 4 museums, a printing house, a publishing house, 24 scientific research laboratories, and 55 educational laboratories. Currently, 16 faculties operate at the university, offering 83 specializations at the bachelor's level and 226 specializations at the master's level. At the undergraduate level, BSU provides 72 specialties in the Azerbaijani, 44 in the Russian and 24 in the English languages. More than 25,000 students, including master's and doctoral students, study at BSU across all three levels. Of these, more than 13,000 students have been awarded various scholarships.
The teaching staff at BSU consists of more than three thousand teachers in 120 departments. Among them are 224 professors and 637 associate professors who are honorary fellows of the President of the Republic of Azerbaijan, recipients of the Order of Honor and Glory, awarded the Progress Medal, full members of the Azerbaijan National Academy of Sciences, laureates of the State Prize, and honoured scientists.
It includes more than 27,000 students and pupils together with the departments under the university. Every year, the number of students who choose Baki State University continues to grow. In the 2022/2023 academic year, about 7,000 students earned the title of student at Baki State University, meaning that one out of every eight people admitted to higher education institutions in Azerbaijan chose BSU. To promote the Bologna process, organize education with the credit system, and apply the ECTS system, academic advisor (tutor) services have been organized at BSU. Currently, more than 100 tutors serve students at the university.
The educational process at Baki State University is carried out in both full-time and part-time forms of education. In accordance with relevant regulations, student admission and personnel training are conducted in the field of additional education. Each year, more than 100 students take advantage of the opportunity to pursue further higher education in various specialties. Currently, more than 400 students are taking additional higher education in fields such as Law, Psychology, Economics, History, and International Relations.
The main goal of BSU is to train professional, qualified, specialists with modern information technology skills and high intelligence, in accordance with the requirements of the labour market. The primary way to achieve this goal is through cooperation and exchange of experience. Computer science is one of the top five scientific priorities of BSU in the field of Natural Sciences. It is no coincidence that the Digital Research Laboratory operates under the Centre of Excellence for Research, Development, and Innovations at BSU. In this laboratory, solutions to existing industrial problems are investigated based on scientific research, and contract-based projects are carried out with well-known companies such as BP Azerbaijan and SOCAR. Students and young researchers mainly participate in these projects.
Thirteen languages (English, Russian, French, German, Arabic, Persian, Hebrew, Urdu, Japanese, Chinese, Korean, Armenian, Georgian) are taught to students in various specialties at BSU. Additionally, "You Will Speak" Language Center was established on the BSU campus to improve language skills for students and employees. The center offers General English, IELTS, and doctorate exam preparation training. Students and employees can also spend their leisure time participating in free "Conversation Club" sessions, seminars, and various intellectual games. Moreover, since 2021, the "Code for Future" project has been successfully implemented with the participation of the Ministry of Science and Education, Baki State University, and the "Code Academy" Educational Center. The "DevEducation" company has also been involved in this initiative since 2022. Currently, about 200 BSU students are studying in six classrooms under the "Code Academy" and "DevEducation" projects.
More than 300 undergraduate and master's students from 21 countries study at BSU. The university currently offers 11 double diploma programs. At the bachelor’s level notable agreements include the agreement in the field of Computer Science signed in 2021 with Israel's Holon Institute of Technology and the agreement in International Relations signed in 2022 with Kazakhstan's Khazar State University of Technologies and Engineering named after Sh.Yessenov; at the master's level: specialization in Biotechnology- the agreement signed in 2023 with Israel's Hebrew University of Jerusalem (HUJI), in MBA- the agreement signed in 2022 with the Swiss University of Business and International Studies (UBIS), in Petroleum Chemistry- the agreement signed in 2021 with the Satbayev Kazakh National Research Technical University (QMTTU) and the Faculty of Chemistry at BSU, in Business Organization and Management (Finance)- the agreement signed in 2021 between the Faculty of International Relations and Economics of BSU and the Master of Business Administration (MBA) program of Lincoln University, in International Relations and Diplomacy- the agreement signed in 2021 with the Swiss University of Business and International Studies (UBIS), in Maritime and Energy Law -the agreement signed with Al-Farabi Kazakh National University, Kazakhstan, in Intellectual Property Law- the agreement with Lumière Lyon 2 University, France, in European Law- the Memorandum signed with the University of Würzburg, Germany. According to the agreement signed between the Martin Luther University of Halle-Wittenberg, Germany, dual diploma programs are implemented in the field of Law, including joint doctoral (Ph.D.) training.

Since 2021, BSU has started cooperating with the US company Blackboard, a world leader in applying information technology to education. Founded in 1997, Blackboard is a leading digital education technology company serving customers in higher education, K-12, business, and government sectors worldwide. Blackboard's mission is to partner with the global education community to maximize the use of innovative technology and services for student and university success. Blackboard is used in many universities around the world, including ADA University in Azerbaijan. The system enables the application of international experience at BSU, enhances e-education, and improves the quality of educational services. As one of Blackboard's important local partners, Baki State University plans to implement the vast majority of the services offered by the company.
The use of the "Blackboard" education management program enables the creation of an electronic database of students and teachers, electronic management of the educational process and content of education, electronic evaluation, and electronic solutions of other educational processes through the "cloud platform" included in the "Blackboard EdTech" ecosystem at BSU.Components such as "Blackboard Learn," "Virtual Classroom Solution," "Collaborate," "Accessibility Solution," and "Blackboard Ally" are used to improve the electronic management system. The organization of the 2020/2021 academic year at BSU began in the summer semester through the "Blackboard" education management system. Educational materials are electronically uploaded to the system, delivered to students in an easy way, and the educational process is organized online through the "Blackboard Collaborate" platform. Students are evaluated through the system, video recording of lessons is done, and students' attendance is automatically checked by the system and reflected in their private offices.
The activity of students and teachers is analyzed on a daily basis, and video instructions are prepared and presented for students who have difficulty accessing the system. Work is carried out to solve the problems individually and eliminate difficulties through the "Hotline." In addition, BSU teaching staff continue to receive training on a voluntary basis. Starting from the 2021/2022 academic year, the implementation of the "Blackboard" system for the electronic management of the educational process among all students and teachers has been started.
