The Quality Assurance Center was established by the decision of the Scientific Council of Baku State University on July 11, 2023. The Quality Assurance Center (from now on referred to as the "Center") is a structural branch of Baku State University responsible for planning, monitoring, analyzing, and ensuring quality, as well as performing quality control, providing methodological support, and promoting continuous development.
Activity branches of the Center
- Formation, review, implementation, and monitoring of policies and procedures aimed at ensuring and developing quality, as well as building a quality culture.
- Efficient organization of quality assurance activities.
- Monitoring the quality of the activities of structural divisions, organization of education, implementation of educational programs, internationalization, and research activities, as well as providing training and methodological support services in relevant areas.
- Conducting satisfaction surveys among stakeholders (students, instructors, graduates, etc.) and analyzing the results.
- Organizing training on various topics and providing methodological support to increase knowledge and skills in the direction of quality management and assurance.
- Organizing and coordinating the activities of the relevant Commissions and/or working groups formed in the direction of the Center's activities.
- Analyzing the current situation in prestigious international rankings and organizing and coordinating activities in the relevant direction in conjunction with other structural divisions.
- Conducting annual self-assessment for institutional and program accreditation, as well as monitoring the implementation of recommendations given after institutional and program accreditation.
- Organizing and coordinating activities related to passing international program accreditations of majors and specializations in conjunction with other structural divisions.
Main duties of the Center:
- Request relevant information from structural units, review the provided data, and determine whether the information is reliable, substantiated, and sufficient, while requesting corrections if necessary.
- Prepare and present proposals to improve the effectiveness of the quality assurance system.
- Conduct planned and unplanned monitoring in relevant structural units.
- Organize the activities of formed Commissions and/or working groups for the organization of the Center's work.
- Conduct oral hearings and discussions on quality assurance, either individually or collectively.
- Request reports from relevant structural units regarding the implementation of recommendations given after monitoring.
- Obtain relevant documents and/or information from structural units related to local and/or international accreditation, as well as rankings.
- Provide recommendations to structural units regarding the elimination of deficiencies identified during monitoring.
- If deficiencies are detected in a structural unit during monitoring, raise the issue before the rector for administrative action to be taken against the relevant staff or academic personnel.
- Provide recommendations to department heads on actions aimed at improving the quality of work (services).
- Involve relevant structural units and other stakeholders in the implementation of these measures to improve quality.
- In case of necessity, access workplaces, classrooms, and laboratories without obstacles, and carry out supervision and assessment measures.
- Monitor the implementation of activities according to the plans of the departments under its jurisdiction, distribute tasks, and demand their execution.
- Conduct official correspondence within the scope of its authority.
