STRUCTURE OF THE CENTRE

The Centre was established as part of Baku State University's (BSU) administrative management system by the decision of the Scientific Council on October 9, 2019. The main tasks of the Centre are to create and support a system for the efficient use of BSU's scientific potential, to participate in solving complex tasks such as implementing the strategic directions of the University's unified science policy, and to contribute to the development and expansion of the University's research, scientific, technical, and innovative activities. 

The Centre's main objectives include organizing and analyzing scientific research activities by strengthening the connections between science, education, and production; identifying key and priority areas for scientific research; training scientific and scientific-pedagogical personnel; and organizing the commercialization of scientific or scientific-technical results in line with BSU's scientific priorities and innovative development strategy. 

 

The Centre is responsible for: 

  • Developing regulatory documents that govern the management of science and innovation; 
  • Determining the main and priority directions of scientific research for the teaching staff, researchers, and students; 
  • Preparing contract drafts for the application of scientific and technical achievements with enterprises and organizations; 
  • Regulating contracts on creative cooperation; 
  • Increasing the necessary scientific-technical level and efficiency of scientific research; 
  • Ensuring the implementation of scientific or scientific-technical results in production and the educational process; 
  • Collecting and monitoring the plans, reports, and individual plans of the scientific-research work of the university, faculties, departments, research institutes, centres, and laboratories; 
  • Summarizing the results of scientific research work annually as per the established procedure; 
  • Organizing and holding international, national, regional, or sectoral scientific conferences, seminars, symposia, and other scientific events, exhibitions, and competitions of scientific research achievements; 
  • Monitoring and accounting of scientific, scientific-methodical works, articles, and collections of scientific articles; 
  • Organizing and monitoring the patenting and licensing of scientific-research results; 
  • Providing information to staff and students about planned scientific events, scientific grants, open competitions, etc.; 
  • Assisting in the development of the scientific-technical and production base, and in increasing the qualifications and professionalism of staff; 
  • Coordinating the activities of incubation, acceleration, and innovation centres, the Young Scientists Council, the Student Scientific Society, and student scientific associations; 
  • Creating conditions for identifying talented youth and fostering creativity and independence in the scientific work of university students. 

Main directions of the Centre's activities: 

  • Organizing scientific-research and scientific-innovation activities; 
  • Improving the efficiency and quality of scientific research and increasing the competitiveness of university science; 
  • Ensuring the integration of science and education by using the results of scientific-research work in the educational process, thereby improving the quality of teaching; 
  • Ensuring the full and effective use of the scientific and intellectual potential of the university; 
  • Supporting the development of international cooperation in science; 
  • Promoting the coordination between science and production. 

Functions of the Centre: 

  • Identifying the directions and promising fields that determine the development of scientific activity; 
  • Analyzing the completed scientific-research work, maintaining statistics on scientific potential, and preparing a report on the results of the scientific work done during the year; 
  • Proposing suggestions for the application of the most important scientific results obtained in the natural and humanities sciences; 
  • Creating a database of reference information on scientific-research work; 
  • Detecting the patentability of scientific-research work and preparing claim documents for inventions; 
  • Searching for opportunities to ensure the implementation of scientific achievements in production; 
  • Organizing and carrying out the process of preparing doctoral candidates in relevant specialties; 
  • Forming innovative infrastructure (centres for collective use of equipment, small innovative enterprises, etc.); 
  • Promoting the intellectual achievements of scientific-technical activities by scientific groups and individual employees; 
  • Creating a database of innovative and commercially promising scientific research; 
  • Ensuring that the results obtained in scientific-research fields by Baku State University employees are recognized in the scientific sphere and the real sector of the economy; 
  • Monitoring the publication of scientific literature and scientific journals; 
  • Supporting the increase of the publishing activity of staff in scientific journals indexed in databases such as Scopus, Web of Science, etc.; 
  • Assisting staff and students in resolving issues related to scientific mobility.
