Born on March 13, 1957.

  • He studied at the Leningrad Hydrometeorology Institute (LHMI) in the Faculty of Hydrology from 1974 to 1979.
  • Between 1980-1981, he worked at the Geography Institute of the Azerbaijan National Academy of Sciences.
  • In 1982, he entered the full-time doctoral program at LHMI and defended his candidate dissertation in 1984 at the specialized scientific council of the same institution (11.00.07 - Hydrology of drylands, water resources, and hydrochemistry).
  • After defending his dissertation, he worked as a senior scientific researcher at LHMI's Department of Hydrology of Drylands, and from 1991 to 1992, he held the position of lecturer. During these years, he participated in expeditions to study the rivers of Tyumen, Pskov, Leningrad, and Chita regions of Russia.
  • In 1992, he became a lecturer at the Hydrometeorology Department of Baku State University (BSU).
  • In 1997, he defended his doctoral dissertation at the specialized scientific council at Tbilisi State University (11.00.07 - Hydrology of drylands, water resources, and hydrochemistry).
  • Since 2003, he has been a professor at the Hydrometeorology Department of BSU, and since 2004, he has been the department chair.
  • He served as the Dean of the Faculty of Geography at BSU from 2011 to 2016.
  • From 2016 to 2021, he worked as the director and deputy director of the “Sukanal” Scientific Research and Project Institute of “Azərsu” OJSC.
  • In 1992, he participated in a six-month international course on water resources planning and management organized by the UNESCO International Hydrological Program in Prague.
  • Since 2005, he has chaired the Azerbaijani National Committee of UNESCO’s International Hydrological Program.
  • From 1999 to 2019, he served as a member and scientific secretary of the Expert Council on Earth Sciences at the Higher Attestation Commission of the Republic of Azerbaijan.
  • Since 2016, he has been a member of the World Water Council and since 2019, a member of the Board of the International Association of Water Resources.
  • He is the author of 282 scientific works.
  • He has traveled on business trips and participated in conferences in various foreign countries: the USA, Japan, France, Germany, the Netherlands, Hungary, the Czech Republic, Russia, Senegal, Turkey, Portugal, Ukraine, Kenya, etc.
  • Since 2002, he has been the national coordinator for several regional projects related to the study of rivers in the Kura basin in the South Caucasus, funded by the European Commission’s TACIS Program, the UN Development Program, the Swedish Economic Development Agency, and the Global Environment Facility.
  • In 2009, he was awarded the "Taraggi" medal.
