VALENTINA MATVIENKO, the former Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation, was awarded the title of Honorary Doctor of Baku State University (BSU) by a decision made at the meeting of the Scientific Council of BSU on April 9, 2012.
